Scope of project is the basic of cost, quality and time, and it is the key of the three most important constraint conditions. So it is important for studying scope of project, especially to EHP project, such project has more targets, more relevant parties and high quality standard. By studying scope definition in EHP project, the article`s results showed below:1. Using analytical method SWOT, AHP（analytic hierarchy process）and fuzzy TOPSIS to analysis the targets system of EHP project in the process of scope definition. SWOT analytical method will make the customers` initial requirement precision based on the project strategy. It will be the basis of scope definition. The article use AHP for reference to refine the customer`s targets according to build up target layer, criteria layer and step layer, and finally build up project targets system. Fuzzy TOPSIS is the optimize-method for Multi-attribute mixed model. It analysis the targets by studying expertise, the expertise will turn to triangle fuzzy value, then calculate the triangle fuzzy matrix to enhance the project target system.2. Using WBS method to get the project deliverables by analysis the project target system. WBS means work breakdown structure which decomposes deliverables into smaller and easy to management parts. The article use WBS method to analysis EHP project deliverables, decompose them and get the precise project deliverables, and supply a scientific basis for project plan making.3. Provide the project scope change process, raise new idea such as change buffer pool to avoid the impact caused by project scope change.
