Translated Abstract
After entering into the WTO, the trade of Chinese farm produce made a great progress. But since the protectionism sprang up, our farm produce trade has lost greatly. Technical Barriers to Trade—TBT has become one of the biggest obstacles to international trade, especially to international farm produce trade. According to the investigation of Chinese Commerce Ministry, TBT has affected about 90% export companies of farm produce and food, and the total loss has increased to 9 billion dollars annually. The proportion of the TBT in the total trade barriers has increased to 80% from 20%. On one hand, as one of the biggest countries in agricultural production, we encounter more and more TBT, and some of them are universal, others are made especially for Chinese products on the other hand, due to the unsound system of TBT, we do less to protect our own market, which leads to a large number of products with low quality or unfit for criterion enter to China. Those unqualified products have bad effects on the safety of our country and people’s health, and they also pollute the environment and disorder the domestic economy. For the moment many scholars both domestic and overseas do researches on TBT of farm produce, and they concentrate on the trait, form, and the measures of government and company. Those researches consider little about the import TBT of farm produce in China. According to data I have known, this paper describes the TBT, analyses the influence of TBT by using the basic economic theories and the gravity model, and gives some suggestions both in import and export fields.The emphasis of this dissertation lies in three aspects: Firstly, by using economics analysis on the TBT, we describe the emotion of setting up TBT, TBT’s effect on trade condition and welfare of import government, TBT’s restrain to price and quality of export government, as well as the effect of information passing and country difference. Secondly, we analyze the TBT to our farm produce both integrally and partly. We use gravity model to analyze the effect of tea criterion of EU on Chinese tea export, and choose the European tea criterion number, the Chinese tea criterion number and the Chinese tea export in past years to set up an economic model. The conclusion is that the European tea criterion number and the Chinese tea export have strongly negative relationships while the Chinese tea criterion number and the Chinese tea export have positive relationship. Thirdly, we give some suggestions about how to deal with TBT both in import and export fields, and consider it is important to analyze the TBT from both sides.The contribution of this dissertation lies in the following two aspects: Firstly, It chooses the special Chinese farm produce as research object, and analyzes the influence of TBT with economics theories. And based on the analysis about trade condition, welfare change, and restrain to price and quantity, it makes out the effects of information passing and country difference on Chinese farm produce. Secondly, based on the former researches, this paper tries to analyze the influence and put up with measures from both import and export.
