The demand for electricity in China is huge because of enormous population and fast development of economy. Power grid is the guarantee of national economic development and people's life, its development and completeness is particularly important. Power transmission and transformation project is an important part of the power grid construction, therefore studing its cost control in the research field of cost control has important practical value and certain theoretical significance.
Taken the Zhangliang 110kV substation project of Yulin Power Supply Company as the research object, its cost control is studied by applying the technologies, methods and ideas of project cost management. First, the studies of project cost control are reviewed. Then, the current situation, existing problems and causes of the cost control of the Zhangliang 110kV substation project are analyzed by using actual cost data. After, according to the existing problems and causes, the project cost control of Zhangliang 110kV substation is optimized from two aspects: project cost control management process and project cost control method. The project cost control management process is optimized based on the process reengineering. The optimization results show that the score of new process is higher than the original process, which means the optimization is effective. The Earned Value Analysis method is used as the cost control method of this project. Through the project work decomposition, project schedule planning, project cost budget preparation, the scope of this project is determined. Through earned value analysis, the Cost Control of this project is completed scientifically and reasonably. Finally, in order to ensure the successfully implementation of the project cost control, the personnel, capital and institutional safeguard measures of the cost control of Zhangliang 110kV substation project are proposed.
In the project of Zhangliang 110kV substation, the effectiveness of cost control of this project is improved, which makes the project achive the expected cost control target successfully. It is hoped that the research of this thesis will provide a scientific and effective cost control scheme for Yulin power supply company, and provide reference for cost control of 110kV substation project in China.
